Statement of Purpose Usman Javed | Master of Public Policy, [University name]
When the 2022 floods submerged large parts of Dadu district, I was working as a junior data analyst at a Karachi-based NGO. My task was simple on paper: combine government damage assessments with our own field surveys to decide which villages would receive cash transfers first. In practice, the two datasets used different village names, different spellings and different boundaries. For three weeks, a team of five of us matched records by hand while families waited. That experience convinced me that Pakistan's development problems are often not about a lack of money or goodwill, but about the absence of systems that turn information into timely decisions. I want to study public policy, with a concentration in data and evaluation, so that I can help build those systems.
My interest in quantitative policy work began at the Lahore University of Management Sciences (LUMS), where I studied economics. A course on development economics introduced me to randomised evaluations, and I went on to work as a research assistant on a study of girls' school enrolment in southern Punjab. I spent a summer in Rahim Yar Khan supervising enumerators, and I learned that a perfectly designed survey can still fail if the enumerators are not trusted by the community. My senior thesis, which used Pakistan Social and Living Standards Measurement data to examine how distance to school affects female enrolment, earned a distinction and taught me to work carefully with messy public data in Stata and R.
Since graduating in [year], I have spent [three] years at [NGO name], first as a data analyst and now as a monitoring and evaluation officer. I manage a dashboard that tracks cash-transfer delivery for about [40,000] households across four districts in Sindh, and I introduced a mobile data-collection system that reduced reporting delays from six weeks to one. I also trained 25 field staff, most of whom had never used a tablet, to collect and check data. This work has given me practical skills, but it has also shown me the limits of what I know. I can build a dashboard, but I do not yet have the training to design a rigorous evaluation, to understand the political economy of why good evidence is ignored, or to advise government on how to institutionalise data use.
The Master of Public Policy at [University name] is designed for exactly this gap. Courses such as [Program Evaluation], [Policy Analysis with Data] and [Public Management in Developing Countries] would strengthen my methods, while the [capstone / policy lab] would let me work on a real client project. I am especially interested in the work of Professor [Name] on [state capacity and digital public infrastructure], and I would welcome the chance to contribute to the [research centre or lab]. The programme's emphasis on combining quantitative skills with leadership and communication is important to me, because evidence only matters if it can persuade decision-makers.
After completing my degree, I plan to return to Pakistan and work with a provincial planning and development department or a social protection programme such as the Benazir Income Support Programme, helping to design targeting and evaluation systems that respond quickly in a crisis. In the longer term, I hope to help establish a policy evaluation unit within a provincial government, so that programmes are designed with evidence from the start rather than assessed only at the end.
As a Fulbright scholar, I would also take seriously the role of sharing Pakistan's story. I have volunteered for [two] years teaching weekend English and computer classes to children in Lyari, and I would hope to bring that same spirit to my US campus by joining community service activities and speaking about Pakistan beyond the headlines. When I return, I would bring back not only technical skills but also the experience of working in diverse teams, which Pakistan's public sector badly needs.
The floods showed me what happens when systems fail. I want to spend my career making sure that, the next time a crisis comes, the right help reaches the right families in days rather than weeks.
- اہداف کے بارے میں مبہم ہونا: "I want to contribute to society" سے کچھ پتا نہیں چلتا۔
